I believe that's the Gullickson prototype. Only 1 made that I know of, it was on view in Cleveland during the 1999 Packard Centennial in Warren OH. The story of the car is well known and has been written about quite a bit, most recently in an issue of PAC's publication which covered all the attempts to revive the Packard vehicle.

The Gullickson car, engineering drawings, tooling etc. were up for auction on eBay not too long ago. It did have a V-12, a conversion of some helicopter or aircraft engine as I recall. There's more to the story, probably best left unsaid.
