Running in daytime with some lights on was nothing more than standard operating practice in the years prior to full amperage control of the charging circuit.

It actually might not be a bad idea anyway--not that someone couldn't see a monstrously large Packard looming in the distance. Out here there are several roads where headlights are mandatory and have to be on at all times if you don't want to risk giving the state money. Many have gotten in the habit and I believe several other countries require a running light on as well.
