Brake Shoes. (GENERAL)

Has anyone experienced any kind of heavy painted, Powder coated or otherwise coated brake shoes?? i.e. the METAL surfaces of the brake shoes heavy painted or powder coated etc.

NOTE that the arrows are pointing to bare metal where i scraped awaay a rather difficult to remove and almost slight krinkle finish coating.
