New lining? What you describe can be characteristic of linings that at one time were saturated with brake fluid for a prior leaking wheel cylinder. In modest cases the lining can be cleaned with solvent and then roughened up with grit, but you have to give the opposite side the same treatment. But more often than not, the answer is placing the linings on both sides.
