Dave, yes but only, if the public transportation systems is supplemented by private car traffic. In the former
GDR every town, many villages and even factories had railroad connection. But efficient? To get to the next village in the proximity at 9 o'clock in the morning one had to take a train at 4:30 a.m. to the next town to take the bus, which arrived after 4 hours total time the destination 6 miles from home.
