As Owen stated, those are Primer cups. The engine has an UPdraft carburetor and a Vacuum pull fuel system. The pump only draws fuel from the tank when the engine is pulling vacuum. fill the priming cups and allow the fuel to run into the cylinders and walla, off she goes.

Some have added an electric fuel pump and bypassed the firewall fuel pump. However, if this decision is made, the fuel pressure must be regulated at no more than 3psi and the venturi needs to be changed in the carburetor.
