Turn signal flasher observation

Finding a few NEW TS flashers and determining if they are good or not, I was switching the new flasher into the TS flasher circuit to check the operation....My current flasher clicks loud and energizes the TS bulbs and the dash indicators. The new flashers are store bought 4/5 months ago and indicate China as their birth place. When installed the following observations are: Exterior turn signal bulbs front and rear work, no audible click from the flasher when operating and the dash indicators don't work. I have 2 Packard's and the new flashers operate the exterior lights but do not click or operate the dash indicators in either cars.
Does anybody have/had a similar issue with "modern" made flashers?
