Depends where the car is. There's a site that lists all the certified appraisers by area. Google it. It usually runs a few hundred per. or you're looking for freebies?
There's also indemnified agents that certify value for int'l trading that may do this. They inspect commercial cargo, equipment, etc. for contract sale. They're insured against loss.
Some of the moving/transport companies also do this prior to hauling.
