Thanks guys for all the helpful replies. This 1947 Clipper is not registered Here on PackardInfo.
The overdrive is not engaged. I think it is disconnected at the solenoids. This Clipper is my brothers in MO. I am in SD, so I'll pass on your ideas. I haven't been to Missouri since the pandemic.
I'll get some photos and register his machine.
