Can't see the entire unit but the top photo with the switches Ross ID's as 41 (or 42) may not have an overdrive -- The Electromatic Clutch was new and available as a standalone option in 41 and needed switches to tell it what gear car was in. The other pieces of the EC option mounts to the engine block and firewall. The trans may just have the adaptor end plate where the speedo gear and governor needed for EC inserts. From what I can see it looks like it might be the start of a driveshaft flange just behind the trans rather than the large case containing an OD.

If there is no OD unit then standalone EC, while rare, still might not have that much market today. So many think EC is not worth the trouble so disable and remove the units even when on an OD car. The trans could be sold as a 3 speed but the adaptor plate would need to go with it and without a governor that hole would also need to be covered.
