Although I have judged in local NorCal PAC meets, I can probably answer that better and more to the point as a DMV licensed VIN verifier. If I see a brand new dataplate, it is an automatic referral to the CHP (California Highway Patrol) UNLESS the original is also presented to me in readable condition and if nothing was drilled or cut to remove it. For legal purposes, a new dataplate sets off all sorts of red flags and should also do so with judges but probably does not.
