On the top of the lens one is embossed "left" and one "right".
Looks like the driving lights were added to give turn signals from the orange light above. That amber color wasn't standard until well after post war, but not sure/don't remember the year. {eg; My '58 Cad came with white turn signals lamps, but you can get amber bulbs to fit now.}
Maybe a local regulation for registration / licensing needs?
Elegant and beautiful pair of lamps, you don't get those these days. Probably not the brightest bulbs in the pack however.
