No question about it, your fly by wire (or rod in this case) is defective. If only you had an Oslo scope to test the frequency of the problem, or a portable tube tester to check the tubes in the pre-solid state accelerator control.

That is good fun! I wonder how many people will view on YouTube and scratch their head at the hub mounted hand throttle.
