The composition and ageing characteristics of the white rubber varies widely from tire brand to brand and perhaps era to era, so what's best for one tire may not be the best for another. I've used Westley's "Bleechy White" (think I spelled it correctly) for a long time and find it to be quite excellent; it's widely distributed - everything from auto parts stores to the food markets. For real stubborn spots I may use a soaped SOS pad, though I'm reluctant to use anything that might abrade the rubber mechanically unless absolutely necessary.
