Don (portlandon), in 2008 we learned from Dave (clipper47) the name of such Packard locos: track inspection cars. To beat a bull bar it needs a cowcatcher.
Here comes another Packard interpretation of the term rail-bound:
1955 Packard body on assembly line, left side view, trunk open, no chassis or interior equipment, one worker in back seat, two African American workers at driver's door. Inscribed on photo back: Packard Motor Car Co. production line, Conner Avenue facility, 1955 Packard Clipper, fifty-fifth series
