The wheel covers on my Henney-Packards are roughly 12.75” dia according to my notes and had 16” wheels but I’m not there to double check. However, I have several others from both 15” and 16” wheels and I don’t recall noticing any difference in diameter but if you want I can check in a few weeks when I’m back at my shop.
