The wheel cover identification guide doesn't actually show these but I believe the three together are 1939 Six or Eight and of the no-model type. From what I've gathered over the years, no-model Packards were actually made and I've seen a number of 1940 110s and 120s with hood badges that say Packard rather than 110 or 120 so it stands to reason that there were wheel covers to go with it. Without a side view of the other, it's difficult to tell but that it has Packard Motor Car Co written out indicates that it is several years earlier.
