Is it just the chrome or is it that it won't move?

The one on my car was rusted stuck. Soak the heck out of it with PB Blaster or other good penetrator. I held it upright and dribbled penetrator down from the top so it could drip down inside, and left it upright over night. Repeated a couple times over a few days and it broke free. Then work it in and out with more penetrator until in moves mostly freely.

You just want to get as much of penetrator down inside as you can.
