Most DMVs will no longer provide prior owner information. This is due to Stalker Laws/Privacy Laws.
No luck checking with the PAC or PI Roster Keepers?

If you have a pre-war Packard or other vehicle with a low-mounted mechanical fuel pump, there is a possibility that a failure of the pump diaphragm or the filter bowl gasket or flex line can allow gasoline to leak out even if the car is not running.
I parked my car in the barn on a level concrete floor the other day, and next day the building was full of gas fumes. I found a large area of the floor wet with gasoline and gasoline dripping from the fuel pump area of my 120. The car had about 3/4 tank of gasoline when parked, and it ran fine when last used the day before. I pushed the car outside and was able to recover about 12 gallons of gas from the tank. I estimate I had used about 4 gallons off a full 20 gallon tank, leaving about 4 gallons that had leaked out onto the floor. I assumed the fuel pump diaphragm had failed, but the problem proved to be the filter bowl gasket. A sack of cheap cat litter and running the large shop fan for 48 hours has done away with most of the gas odor.

These are MORE than a press. They do need to be tight but not that tight! The dealer in Tucson is Tucson Packard Parts and Mike Circo who runs it is a poster here.

If the valves press into place, they need to be tight. I had one fall out of a factory rebuilt FE Ford pump.
There is a Packard parts place in Tuscon, Arizona, but my computer will not open their website. Does anyone have a phone # or e-mail address for that vendor? Kanter offers rebuilt pumps on an exchange basis. I'd rather have a kit, so as to avoid shipping, delay, etc. The pump on my car looks new, but the internal parts are probably over 30 years old. "Your browser is out of date!" Yeah, so is my computer ... and so is my car.

I’m not sure if i would recommend Then and Now kits (except s a last resort) as the valves are always super-tight, more than a press fit. On the pump I just rebuilt, I hope it lasts a long time because it will never come apart again without some serious effort.
