Alright, just to follow up on this, I just did a couple of heat cycles and retorqued each time. 4 times in total. Problem solved. With those new lifter installed it is whisper quiet under the hood and makes the magnaflow exhaust system I welded together sound even better.
I can’t thank everyone on this forum enough for their help and advice.

I finally got everything back together today and went to start the car but coolant is passing by the head gasket out the sides of the block/head. I torqued them to 62 foot pounds in the pattern laid out in the service manual. This is a brand new copper head gasket. Frustrated a bit.

I ended up welding a washer around the top and was able to hammer it up and out. My god that was a pain.

Well I was able to get one of the stuck lifters out without much of a fight. It froze with about 1/4” exposed and I was able to get it out with some vice grips and some light hammer taps.
The second one is determined to stay in the motor. There’s maybe a 1/16” exposed and I’ve been messing with it for a couple hours now. Any thoughts?

Hahaha! Here is a man I can relate to. It would make sense since the tapping noise was coming from the front and middle of the engine when I did my long screwdriver stethoscope trick. Each of those locations have a frozen lifter cylinder inside of the tappet. I'll be sure to give that a try. I was going to get a little beat of heat into the tappet as well to see if it helps loosen it up.

So two of the lifter cylinders do not want to come out of the tappets. Any ideas of doing this without tearing up the tappets?

Yeah, that was actually the first thing I thought of, so I went through it to rule that out. Also, this was decidedly more of a metal ticking/contact noise.

A handful of the valves are in pretty rough shape. Would the recommendation be to replace them, weld/grind the existing ones or just reinstall them, lap them and hope for the best?
