Check the brakes, replace the brake fluid, replace the rear exhaust mufflers and lube the car. (I'm hoping that's all.

I think the plates are issued in Norway. The A stands for Oslo, the capital of Norway and the CD Corps Diplomaticue (an foreign embassy or consulate). If not Norway, it might possibly be a Swedish car with plates issued for Stockholm. Tom
