My question has nothing to do with tanks - but as I see that you use the phrase "Uff da", I wonder if you are of Norwegian heritage, as this phrase is indeed very "Norwegian"?

Check the brakes, replace the brake fluid, replace the rear exhaust mufflers and lube the car. (I'm hoping that's all. )

I think the plates are issued in Norway. The A stands for Oslo, the capital of Norway and the CD Corps Diplomaticue (an foreign embassy or consulate).
If not Norway, it might possibly be a Swedish car with plates issued for Stockholm.
