If it were me, I would pull the head off, won't hurt to clean the carbon off the head, pistons & valves. You can spray penetrating oil into the stuck valves & try to tap them down. If you succeed then spray carb cleaner on the valve stem to get the gunk out and relubricate again. You can work all the valves by turning the engine over.Most of the time it's the dry gunk that freezes up the valves.

I 've been having problems starting my 51 Chevy truck, original wiring, etc. The ground ran to the frame then another ground ran from the frame to the engine. So I ran a new ground from the battery staight to the engine and this thing cranks like a dream. I cleaned up all the other connections as well. If Packard did a similar thing maybe you should change too. Just a thought.

One other thing, if the combustion chambers(cylinders) are full of carbon, it may be flooded. Take the plugs out and blow compressed air into the cylinders. Anything is worth a try.

Your starter motor does the turning, the bendix only engages it to the flywheel. I assume your bendix kicks out just before the engine is about to start.You might be able to pry the bendix with a screwdriver on some types, don't know about yours. If you think it'll run, you could always push start it.

Why don't you bypass everything temporarily and run a jumper wire from the hot side of the battry to the plus side of the coil. You can jump the battery with 12 volts hooked up hot to hot, (I don't know if you are posotive or negative ground). If the car starts unhook the 12 volt right away so you don't damage anything. If the car runs but poorly you might have a too weak battery and/or generator to supply good voltage.

Hi, I found a 55-56 V-8 Packard in an old salvage yard with many good parts. The engine is there, auto trans (not pushbutton),windshield cracked, some good interior stuff, no radio or clock, most of the trim is there. It's in Cranberry Twp, Pa. on Rt.322 by Maple Shade 814-758-1092 ask for Bill.

Hi, I'm the guy that has the 56 Executive that Randy Berger has written about. To anyone that's interested the car runs and drives and stops. A couple more things to do and it will be inspected. Someone "restored" this car many years ago, painted it, not the correct colors. From the looks of it, everything looks original, engine numbers match, tranny and OD look original.
