There is only the flat washer. Parts manual says locks only used up till 50.

I may have done things the crude way, but had an old fan belt which I put in groove and then wrapped one more time around on the top of damper. It was just long enough to vise grip to something that was close but don't remember what it was--maybe frame rail or stabilizer bar. It still spun at first but got another clamp and squeezed belt tighter and that did it. Maybe one of those modern strap clamps Sears advertised would work also.

The one for 51-54 should be the one Kev posted picts of and apparently the one clipper47 received.

Is the Executive script anywhere on car except trunk? Looked thru several books and every picture shows the Packard script between the trim & nothing else. After they apparently went to trouble of moving it on yours, am really surprised that Executive didn't appear on the front fender where Patrician or Four Hundred would have been. How about the glove box. Does it have the senior panel inside door with cup holders and pockets or the plain one.

I notice you are in Switzerland. Was the car originally sold in Europe?

The articles on the Esquire are in the fall 72 and 74 issues of the Cormorant if you know anyone who might have them. I apparently only go back to 75 unless misfiled so I know there was another book or mag that also did a piece. I am trying to find that one. IIRC, it was only on Patrician sedans, the side trim was modified to make it look like the Caribbean which required special pieces at the post between doors and I think under the louvers. Back was almost the same as Caribbean with exception of the Esquire script. Leeedy has already mentioned the interior stuff.

Looking at yours again and then at Kevs plus the pict in 47 parts book, you may have one for a later 51-4 car or maybe the smaller 48-50 engines. The one shown in 47 manual has the bracket appearing to be closer to edge and without the scallop. They still mount the same way however so will still need the L bracket. Will the one you have clear the intake manifold on the end?

Don't recall ever seeing it other than between the strips but since Packard name was in that approx location on original seniors, maybe that was a running change to make things consistent across the line and reinforce the fact this was a Packard, not fancy Clipper. If they did that though, surprised the Executive script wasn't also on the front fenders.

As near as I can tell, that looks right. The scallop near the bracket would clear the gas tube and the large notch would clear the vacuum line in 49-50 engines. The little slot is not clear but looks like it might have been done after the fact to loosen and just slide off rather than unscrew from the L bracket. Best thing to do would be to place it on the engine and see if it clears things and if the end of small slot lines up so the L bracket would be straight across to pump bolt. IIRC, bend should allow shield to stop right above the lifter oil supply gallery just above the oil pump.

The bumper halves bolt together but upper bumper bar was different between years and has only the hole for torpedos in the correct locations--no extras.

I believe they all attach pretty much the same way but does sound like you're missing the "L" bracket that extends to fuel pump bolt. The slot may be for being able to loosen the attachment screw and just slide off rather than having to remove it entirely. My engine doesn't have it on right now and shield is in a box not easily accessible to see if the slot is original or perhaps added on yours. The later ones had a large slot to clear the vacuum tube on dual action pumps. Is yours that big? The photo is out of parts man for 22-23 engine

Owners manual. It's a factory comes with the car part for 5680-88. Maybe could be bought for Clippers although they show a different part number as standard. Don't know how the Exec fits in since dash was a Clipper.
