Strange water flow problem 288 cu in engine

Just getting this engine operating
As engine warms water does not flow in upper hose
I removed t stat, thinking a faulty thermostat
After 3-4 min a violent water explosion, 2-3 inches high out fill neck.
The heater hose has water and is extremely hot to touch.
I have no thermostat in
One suggested a purge of trapped air? I don’t know what that means.

I do not understand the oil filter piping drawing in the bulletin.
Is the inlet connection on an elbow behind the sending unit?
I see how the lower connection is.

Do the 2 levers at the base of the steering column move seperately. I found the oiling hole and added oil.
They move together. The centering pin is out.
The thin matching line is visible on my picture.

Okay, I have the trans set up and in neutral, also the shifting rods set with the turnbuckles set in neutral. But the gear shift in neutral and is not moving at all.
I can shift the transmission by hand at the transmission and at the shifting rods but not from the column.

I am attempting to set up shifting linkages
With the neutral locating pin in the column and.transmission set in neutral I have bottomed out the turnbuckle and still cannot connect both ends of the shifting rod.
Do I reset the transmission shift arms a little closer toward to front? ie- change to angle? I started with the rear shift arm at 90 degree to the case. Maybe change 1-2 degree would work?

I adjusted the shift levers to neutral position and inserted 3/16” pin to secure them. The shifting rods are not connected. I’ve tried rocking the car backwards, the driveshaft is turning but can’t seem to get the teeth lined up in neutral .

The shift rods and levers will not move. How do I know when the transmission is in neutral. The car will roll forward but not in reverse.
