Non-matching numbers impact on value

I was looking at a 1938 Packard 120 coupe and the owner told me upfront that the engine and body's numbers do not match, but the engine is a '38.

What--if any- impact do non-matching numbers have on value?

Average hourly rate for car restoration?

Based on cursory research, I've read that a person could reasonably expect to pay on the average $77/hour for classic car restoration work.

I understand there are a multitude of variables that dictate an individual restorationist's hourly rate, including reputability, area of the country, and type of vehicle.

I'd appreciate feedback from any forum members who might able to advise what I should expect to pay.

Does anyone know what became of the rare '29 Packard coupe found by "American Pickers"? Was it restored? Did it found its way to the Packard market?

I've just entered the market to purchase a Packard coupe, pre WW II. I would appreciate recommendations to reputable dealers. Or is it best to place a "Want Ad" in a Packard enthusiast venue.
