Thanks for responding, BigKev.
Should the side lever control pull up to lock the seat in place or release the seat for movement?
Mine is not working either way. Attached is a picture of the mechanism.

Yes. The handle locks on the inside.
What is the purpose of the handle on the outside the door with a lock if there is no connection with the internal lock.

I have a 1937 Packard 115-C. The handle lock is similar to what has been mentioned. I have replaced the cylinder lock with a new one, but I can not get the door unlocked. Are there any suggestions for trouble shooting?

I have a 37. It looks similar to your horn. Disconnect the battery first.
Press the horn button in the center and hold down while turning slightly to left or right to disengage from the housing. There is also a wire running through the steering column that you will have to trace down and disconnect to take the button completely out.
