Does the mirror support replace the piece of chrome trim shown in this picture?

That did the trick Delll!
My handle rotates ccw to unlatch. Thanks so much! I wish I would have found this forum sooner. I looked on line for a week with no luck. I was afraid to force the handle in fear of breaking something. Not sure where to find replacement parts yet. My question was answered in a couple of hours on packardinfo

I just bought a 41 Packard 120 convertible. It has a power top, but I don’t see how to operate the latches at the top of the windshield. There is a handle it’s the top cent of the windshield but it doesn’t seem to want to move. Do you twist or pull on this handle to unlatch the top?
