the easiest way to test engine RPM accurately is with a photo tachometer. no connection required so voltage is irrelevant.
Here's one that's not expensive and would do anything you needed.

I have just bought a 1957 Clipper wagon that is complete and unmolested but In need of complete restoration. Don't know how many there are left but there will be one more
