28 radiator hood lacing

Attached photo shows the shroud edge where the lacing is to be placed. I have ordered 3/4 inch lacing and have attached the shroud to the new radiator. I need to know if the lacing is attached to the shroud with split rivets on both sides of the attach screws. Should the lacing be installed first and if so how do I hold the attach screws to tighten them?

I'm no expert on a 28, but I know on a 39 and 40 model, the lacing stops at the split rivet, exposing the screw. This detail is pointed out on page 94 of Jim Hollingsworth's book on the 1940 Packard. I also helped restore a 34 Master Deluxe Chevrolet last winter, and it used the same detail under the hood. It just makes sense that Packard would have done the same in 28, so you can get to the attachment screw without having to remove the lace.
