Just noticed this morning that the steering shaft/wheel collar is rotating back and forth, clockwise and counter clockwise a bit. Pulled the steering wheel off and did not see any kind of way of retaining. Is the only thing stopping the collar from rotating the spring behind the steering wheel?

The spring clip just seems to be holding a metal button on top at the end of the shifter column. Thanks
