Decided I'd take a look at what building 22 would have looked like in 1944, if it had been built fronting on E Grand, with the parking lot moved to Concord, where 22 was actually built. At that time, I think the Krit plant was still standing just to the west of building 82.

So...with 22 on E Grand, when they landed the J-47 contract, just fill in some spaces. The aerial from 49 shows half the lots in the residential area on the block already vacant, so buying and clearing the remaining houses would not cost a huge amount. MDOT would just end the south service drive at Mt Elliot and move the eastbound on ramp to Concord.
