The postage stamp-size photos are too small to see anything such as whether or not it is supposed to have glass but the style and base appear to be 1938, 1939 or 1940 but 1940 is longer than the prior ones. I am not sure if or how 1938 and 1939 differ or if it might fit earlier models but if it was not designed for glass, then it would definitely be earlier.

Lets see if these are larger photos
As I look at them closer it looks as the glass has been broken off ? But sure does resemble the one in this photo of 39sixsedanmans Packard 39Goddess Gucsha thanks for the epay links. I know it is not the same hood ornament, but it is close in condition and therefore perceived value. I bought this one for my '37 off eBay for $330 US.
