I found some interesting and informative Youtube videos regarding steering wheel repair. I think you would find them of interest and benefit concerning your steering whell repair.

Also Eastwood has a repair kit. I remember Cars and Parts did an article on steering wheel repair that someone may have saved. My back copies are of that great and now lost magazine are sadly not at hand.

Fascinating and a bit frightening.

So far (keeping fingers firmly crossed!) no events involving chips or cracks....just a lack of paint.

In view of the material the wheel seems to be made of, will clear hold and function?

Figure to give it a good cleaning, then dry and spray a couple of coats.....

I think the application of a clear coat to the wheel will arrest the smudging your slacks are subjected to each time you drive. I think clearing it in the car will be cumbersome. Removing the wheel, though a bit of a PITA, will allow you to really do it right! Just take your time.
