Off-road tires have been a big step forward for the Soviet Union. Thousands and thousands wheeled in through the wide open Lend-Lease gate.

Was the car ever realized? Yes!
One of its very rare photographies reached the Packardinfo Photo Archive by a devious route. I don't consider it to be safe but its uncommon axle track and especial the flared rear wheel well indicate the odd chap. The whitewall tires and the small range of spring speak against the assumption.
