39 makes more sense as I thought that was the first year the steering column gearshift or Handishift became available on Packards. There is a 39 Data book in the archives if you want to learn more about the car.

The column shift was standard on 1939 Six and Eight models (my first Packard was a 1939 Six sedan) but even the Registry photo confirms that it is a 1939. 1938s had a trim piece running up onto the roof from the windshield divider, the door handles were similar but noticeably wider and the wheel covers were smooth rather than ribbed. Your wheel covers appear to be the 1938 type but the rest of the car is not!
