In the limited driving I have done on my '54 with full wheel covers I have not noticed any migration. I bent the teeth on my covers so they really bite into the wheel paint. Basically a rubber mallet is required for installation now. Maybe a little overkill, but I know they are not going anywhere on their own.

Actually, that same hubcap site that mentioned the hard paint also said if they can be put on or taken off by hand, they are too loose.

Thanks for all your suggestions! I have scuffed up/sanded the paint on the wheel rim with the most noticeable migration and will see if that fixes the issue. Metal valve stems next set of tires.
