Your carburetor metering rod is assembled correctly. The WA-1 carburetors used by Packard had what Carter called a vacumeter setup to operate the metering rod. This used a vacuum piston to pull the rod down against a spring when power demand was low. The pin on the throttle linkage is designed to pull the metering rod up when the throttle is opened wide.
There is a very good description of the carburetor operation in the Serviceman's Training Booklet for Carburetors on this site.

I recommend you download and read the Ignition Training Manual.

This explains for the ignition system works, how to set everything up, and how to test and diagnose problems. I find for learning the basics these Training Manuals are far more comprehensive that the actual Service Manual that "assumes" you know everything.

Also there are service training manuals for other topics. Some of these manuals are tagged as 19th-21st series. But the concepts apply to all Packards really. Even those experienced Packard wrench turners may find something useful in these.

Sanford, forget about setting the timing with a light and off the timing marks. Get the carb sorted, then go get a vacuum gauge and report back to me when you do. I'll show you how to time the engine properly without a timing light, it's how I do all my engines.

Eric - if his timing is so far off that the car won't start, the vacuum gauge method won't help him now. That's why I suggested static timing first.

okay..took carb off and apart..re assembled checked...still piss'in when manually moving linkages.. rechecked this time no leaking..retightend all gaskets.

dist/flywheel timing again..3 degrees before TDC,rotor at position 1#

gotta take a break on this puppy..

Gotta take a break it's consumming me.

.next will be to disconnect fuel pump from gas current gas line and attached the line with another running to fresh gas...if that doesnt solve the prob. then back to base one..the then i'll check the vavle timing..

Does this mean it still won't start? You have gas squirting down carb and you have a good spark?

It sounds to me like the carb body is warped from either too many rebuilds or over tightening, or both. It might be a good idea to find another carb.

Where exactly is it leaking from?

]it was leaking from the bowl gasket and on the brass nut where the fuel comes in..it was my error as i didnt have the gaskets for the bowl tightened down..one I retightend no problem

As indicated, I took a break today and raked leaves to let 'cob webs' clear out of my brain or what's left of it.lol

reading various service letters on this site as a respite.

While my brain is 'chillin' on the start issue, this one came to mind while raking leaves

Why are there two TDC marks on the flywheel opposite one another...I know one is for #1 TDC but the other shows up when # 6 is TDC

I think i have the answer.its really only one mark its just because the crank is making two rev.s before the piston # 1 returns to TDC. In otherwords intake sroke, combustion, exhaust stroke
