Looks like the spot where the frame maker (A. O. Smith) stenciled their name and date.

I've never read or heard that Packard dual-sourced 55/56 frames.

I had occasion to contact A. O. Smith quite a few times years back and they were often able to provide details on types, numbers made, delivery dates, etc. But since they sold that business and transfered those files the new owners are non-responsive, at least twice that I've tried to get data from them. Unfortunate that data (like much else) is now gone.
