Third Series (1925) instrument knob????

At the top of the ignition/lights cluster is a knob which rotates.
What is it's function?
I am trying to get this 5 pass sedan back on the road. While it is just a simple sedan, it has a bit of history being an Earl C. Anthony product, so I figure it needs to be functionally rejuvenated and put back on the road.

I look forward to the solution.
