Have you tried Bob Bliss in NJ? Though a few years ago, I got a prewar senior Bendix from him and at the time he had a reasonable assortment of NORS springs. He advertises in the PAC monthly.

You might also try Max Merrit. They list some as available in their catalog, and even have a 1933-34 starter as one of their "specials"
