Yes, the cable should be lubricated. You want to use a fairly light lubricant, not a heavy grease; I've always used "white grease" like LubriPlate or Pennzoil. Others I know have used gear oil with apparently good success. Don't lubricate the top 3 or 4 inches to prevent grease from working it's way into the speedometer head.

Probably long-known the below pictured method to oil the cable by help of an electric screwdriver.
