Perhaps a more appropriate alternative approach to cutting a new stencil would be to mask the area when painting the chassis and preserve the original marking, perhaps overspraying with clear to preserve it. Anyone can cut a stencil with some numbers, and after that who knows if it's correct. Preserve the original markings!!

I second that thought. It's only original once.
Gently remove the surface rust and respray over the original identification number.
