It is and here is the proper plumbing diagram. Not sure why the hose was looped since there is no liquid present with just the valve. Maybe to keep it clean.
If you find yours is leaking, Napa sells the rubber piece needed to repair the Ranco valves -- Part # 6601000. Kev has a nice "how to" in the literature section. Attach file: (53.21 KB) (11.57 KB)

Thanks. In looking from the inside of the car, there are leak marks. So I'm assuming that is was disconnected for that reason. Just another part to attend to when I put this all back together again!

Thanks Howard for posting this diagram.
I've always had a "whistling" sound coming from under dash on my 49 when going down the road, and it started after a restoration on the engine compartment. Checked your diagram to my hoses and sure enough, the hoses into heater control were reversed! Thanks again. Orv
