In Windows 7 from what used to be called File Manager or Windows Explorer I select my picture and then on the tool bar at top select email, it opens the email program and attaches the picture in a smaller file size, I can then save the picture with a new name and retain the smaller file size. Doesn't make the picture physically smaller if that is the need, but it reduces the file size to a fraction of the original.
