Mine has a single hole about 1/4" diameter.

The weep hole is allow any small amounts of oil that might pass the rear seal to drain out.

Yes, there are some bolts missing. Some on the side of the cover too. At least I probably have or can find the bolts.

Poor car has had a hard life. Disassembled by more than one set of hands & moved more than once. Pieces were just thrown into boxes and am now finding apparently a box or two belonging to this car didn't make the moves but boxes for another car might have. It's like assembling a big erector set project without instructions.

With Packards penchant for minimal documentation, the project has been interesting. Am very beholding to those of you who offer photos, and answer stupid questions.

Yes, I know the feeling, my dad took the Packard that I have now apart and put it back together and I keep wondering if this or that is the right bolt and if something was run in right direction.

No gasket that I know of, but the plate between the oil pan and clutch cover (that mounts on the clutch cover) has a felt pad on it.

There is a halfway decent photo of the assy at plate 91 in the 48-54 parts manual. I don't believe there is a gasket between the upper and lower covers. I think the felt they refer to is a strip maybe 1/4" wide which fits in the groove on that small vertical sheet metal filler piece at the front of the bellhousing
