There were some upgrade kits offered for the 32 models offered in 1933 but those I'm aware of were in the way of engine performance, there were kits to convert to the new dual coil ignition system and to downdraft carburetion. Perhaps I'm missing something but the front fenders and grille look correct to me for 1932.
Handsome car - the coupe Victoria is a seldom-seen body style and very elegant! You're questioning whether it's a body type 517? Is the original patent (VN) plate missing? I'd love to have the VN and the theft-proof number (the large 6-digit number embossed into the engine side of the cowl).

The fire wall number is all i currently have.
It is as follows: Triangle I-63064 triangle. Engine has a single Stromburg EE down draft carb and manifold, single coil under dash.... I will be going over to the car next week and will aquire more numbers and pics. Is a 517 and a 903 the same?

<163064> is about midrange for 1932.
517 is a body type number, in this case a Ninth Series (1932) Eight Deluxe Coupe for 5 passengers (i.e., a coupe Victoria). 903 is the chassis type on which the 517 body was offered (along with others), a 142-1/2 inch wheelbase with the 384 cubic inch engine. The correct vehicle number for this vehicle would have been 517-XXX where XXX represents it's production sequence number as a Deluxe Coupe for 5 passengers where 517-11 would have been the first such car, 517-100 would have been the 90th such car, etc.
