Wes, my 47 Custom did not have that bracket. It looks suspiciously like a handmade add-on item, probably to mount an additional pull back spring.

Agree with JW. Mine doesn't have it either and think it is home made too -- maybe for a long spring reaching over to the clevis area.
47 with EC may have had a spring bracket located under the throttle rod support to the rear of the carb but that is open to discussion. Some have it some don't. Parts doesn't show it for 47 but does for 22-23 series with EC. Since the book shows 47 using an early EC (of which I have never seen 47 use any but the 22-23 style EC) they don't show the bracket. It may have been there because 47 used the later EC. They show nothing extra for cars without EC so maybe someone decided the single spring wasn't enough.

Looks like someone was trying to block heat from reaching the carb. Much like the heat shield for the fuel pump.
