Just FYI, only 54-56 were stainless steel. Other years with the exception of 1938 Detroit production (decal) were either solid cast & stamped brass (thru 1903), black paint on embossed brass (thru 1913), nickel-plated etched brass (thru 1937), tinned steel (1939 thru a very early part of the 22nd Series, and aluminum from then thru 1953. The postwar transition between tinned steel and aluminum is unclear as to an exact defining point. The above information is from the privately published and distributed publication "Packard: Vehicle (information) Number Tags".
Your best bet for a correct plate is to go to Pulfer & Williams who has been making them for over 50 years, they are now part of La Vine Restorations.
