I don't believe there was a cover for the passenger side -- or at least my hardtop doesn't have one and when I ordered a premade carpet set from one of the vendors there was no cut piece included for a passenger side cover. I believe the only reason for the cover on the drivers side is to hide the power seat mechanisms. The passenger side has no mechanism to hide.
As I recall it is only a piece of maybe 16ga sheet metal with a few mounting holes drilled and maybe a small flange bend. It should be fairly easy to make the sheetmetal piece and glue on carpet to add one for the passenger side. Without a mechanism and its anchor point, you would probably need to figure and supply a place for the inward screw.
