Is the rubber between the metal bracket that's mounts to the frame and the metal bracket that mounts to the transmission, vulcanized to both brackets, to one or none? Any explanation would be appreciated. Thanks in advance.

Yes, vulcanized together. Steele offers revulcanizing service. After 80 years, not uncommon to have these come apart. No surprise. Carry on...
